Update of NGS "Bluebooking" process for GPS projects
The Adjust & Utilities program suite on this beta site has been revised for GPS projects. An update was required so that new GPS project results are consistent with the NAD 83(2011/PA11/MA11) epoch 2010.00 realization.
The main changes to the Bluebooking process are: computation of horizontal and vertical project error scale factors;
use of variable weights on constrained stations;
determination of network and local accuracies.
This beta version of Adjust should be used to submit all GPS projects to NGS; projects submitted using previous versions will no longer be accepted. The evaluation period for the beta version will last about one to two months, and during that time NGS welcomes your questions and comments.
Please note: Versions of Adjust prior to 6.2.3 (released 2012/12/10) may on rare occasion output incomplete local accuracy records to the output station file ("bfile"). Earlier versions may also output incorrect local accuracy information to the Adjust summary output file. Therefore versions of Adjust prior to 6.2.3 should not be used for submitting projects to NGS. Users should be aware that Adjust is currently under development (beta), and that additional changes will likely be made. However, all versions of Adjust output correct and complete coordinates and network accuracies. If any other errors are found for any version of Adjust, they will be posted on this web page.

NGS Data Submission Policy
Download a zip file with all PC executables, support files and documentation. Does not contain source code files.
adjust_all.zip contains the Adjust suite of programs for the PC.
ADJUST [version 6.2.3 - 2012/12/10]
Performs least squares adjustment on horizontal,
vertical angle, and GPS observations.
adjust.exe [version 6.2.3 - 2012/12/10] is the PC executable.
adjust_supplemental.txt [2012/12/10] contains supplemental documentation for changes of Adjust since Jan 2008 (versions 5.2 and later).
samples.zip [2012/12/10] has sample input, output, and data files for adjust, chkobs, obschk, and make86.
adjust_v623.zip [2012/12/10] contains program source code
Constrained Adjustment Guidelines [2012/11/27] -- recommended adjustment procedures and step-by-step approach for adjusting GPS projects.
CHKOBS [version 3.2 - 2012/11/27]
Checks a horizontal (Vol 1) bluebook observation dataset
for correct structure and syntax. Also checks the network and local accuracies.
Now with optional prompts.
Supercedes program newchkobs.
chkobs.exe is the PC executable.
chkobs.txt is the ASCII text documentation file.
chkobs_v32.zip contains program source code.
Files Required to run CHKOBS:
newerror.dir is the required error listing file.
contrib.dat is the
required contributors listing file.
OBSCHK [version 3.17 - 2012/12/04]
Checks the integrity of the B-file (Horiz bluebook) and G-file.
Obschk is not a complete checking program.
Program chkobs performs additional syntax and structure checks
on the B-file and should be run prior to obschk.
obschk.exe is the PC executable.
obschk.txt is the ASCII text documentation file.
obschk_v317.zip contains program source code.
OBSDES [version 2.5 - 2005/05/11]
OBSDES compares a horizontal Blue Book Description data set
with its respective Blue Book Observation data set.
OBSDES produces a list of error messages along with the description
data set record and observation data set information.
obsdes.exe is the PC executable.
obsdes.txt is the ASCII text documentation file.
used to identify geodetic stations which are
common to two data sets with respect to name or a given
cluster.exe is the PC executable.
cluster.txt is the ASCII text documentation.
COMPVECS [version 1.2 - 2006/02/16]
is used to find differences among redundant vectors
in a G-file. It requires a horizontal bluebook with *80*
position data records.
compVecs.exe is the PC executable.
compVecs.txt is the ASCII text documentation.
compVecs_v12.zip contains program source.
CR8SER [version 1.3 - 2009/04/15]
extracts data from Horizontal Blue Book file with GPS observations to create a station serial number file (serfil). A serfil is required for program COMPGB
cr8ser.exe is the PC executable.
cr8ser.txt is the ASCII text documentation.
cr8ser_v13.zip contains program source.
DIFLATLON [version 1.10 - 2009/12/16]
finds the difference in position, ellipsoid and orthometric
heights for the same station as reported in two horizontal
files with *80* and *86* records.
diflatlon.exe is the PC executable.
diflatlon.txt is the ASCII text documentation.
diflatlon_v110.zip contains program source.
ELEVUP [version 1.3 2010/05/10]
Creates a bfile which combines the bfile output from
the constrained horizontal adjustment with the bfile output from
the constrained vertical adjustment. This new bfile contains
*80* records with adjusted positions from the horizontal and
*86* records with the ellipsoidal heights from the horizontal
adjustment and the orthometric heights and geoid heights
from the vertical adjustment.
elevup.exe is the PC executable.
elevup.txt is the ASCII text documentation.
elevup_v13.zip contains program source.
which adds *86* records to the bfile. If the existing
*80* records contain orthometric heights, these are added to
the new *86* records.
make86.exe is the PC executable.
2007Aug01 - In preparation for the computation of network
and local accuracies, MODGEE will no longer be necessary.
PREPLT2 [version 1.1 - 2003/08/01]
reads ADJUST output file and writes residual
components, baseline length, SSNs and designations to an output
file in tabular format.
preplt2.exe is the PC executable.
preplt2_11.zip contains program source.
